outh Waziristan, [23-07-2023] – District Police Officer Mr Niaz Muhammad, under the direction of Worthy Inspector General of Police Mr Akhtar Hayat Khan Gandapur PSP and Regional Police Officer Mr Abdul Ghafoor Afridi PSP, has taken significant steps to ensure the safety and security of citizens during the holy month of Muharram. The DPO has deployed 500 police personnel to maintain peace and order during the Muharram processions and gatherings.

With an unwavering commitment to public safety, DPO has also reinforced the security measures in the district by deploying 200 additional police personnel in Dera Ismail Khan district, further fortifying the security efforts in the region.

In his statement, The DPO stressed the importance of adhering to safety protocols during the religious gatherings. Police personnel on duty have been strictly instructed to refrain from using telephones while on duty to maintain full focus on their responsibilities.The DPO has emphasized the significance of wearing helmets and bulletproof jackets for the safety of the police personnel while carrying out their duties.

Customs Enforcement Agency Conducts Major Operation, Recovers Over 1234 Unregistered Key Pad and 3D Mobile Chargers

According to the details in a significant operation carried out by the Customs Enforcement in Dera Ismail Khan, a truck carrying a large consignment of unregistered mobile devices was intercepted and seized. The enforcement action, led by a newly appointed team following public complaints about former customs officers, highlights the renewed commitment to cracking down on smuggling activities in the region.

According to intelligence sources within the Customs department, few days ago operation targeted a truck with the license plate number 4225, which was transporting a suspicious cargo from Dera Ismail Khan to Quetta, Balochistan. The truck, believed to be involved in illicit activities, was intercepted and thoroughly inspected by the Customs Enforcement team.

To their astonishment, officials discovered a total of 1234 unregistered key pad mobile phones and 3D mobile chargers concealed within the cargo. The recovered devices, with an estimated value of thousands of rupees, were likely destined for illegal distribution and sale in the local market.

It has been alleged by sources that previous customs officials had turned a blind eye to the smuggling activities, allowing hundreds of mobile phones to be seized without taking any action against the perpetrators. These seized devices were then reportedly sold without proper legal procedures. However, the newly appointed Assistant Collector, Mr. Irfan, wasted no time in addressing these concerns and took immediate action against such practices.

Upon assuming his role, Assistant Collector Irfan initiated a crackdown on corruption and irregularities within the Customs department. Recognizing the need for accountability and transparency, he closed the doors on illicit agents and promptly reported the matter to the Customs Enforcement Directorate in Dera Ismail Khan.

The Customs Enforcement team, under the leadership of Assistant Collector Irfan, swiftly responded to the report and conducted the operation to intercept the truck. Education Crisis in South Waziristan: Militancy, Migration, and Corruption Plague Schools

South Waziristan, a region deeply affected by militancy and military operations, continues to grapple with a deteriorating education system. Over the past decade, Operation Rah e Nijat forced the local population to flee to settled areas such as Tank, Dera Ismael Khan, and other regions. While the situation improved when they returned, the resurgence of militants and the migration of teachers have created new challenges.

Most teachers have settled in areas away from Waziristan, refusing to return due to the lack of basic amenities. An anonymous teacher revealed the grim conditions, citing the absence of hotels, internet access, electricity, and phone connectivity. Additionally, with only 10 to 15 students in most village schools, the presence of multiple teachers seems redundant. Some schools have even been declared closed due to ongoing law and order issues.

To meet enrollment targets, teachers are compelled to fabricate numbers, a practice known by the district education department. Female education faces additional hurdles, as there are no separate female hostels available. Following tribal customs, tribal elders are reluctant to send their female children to stay overnight in the houses of others. This lenient approach by the District Education Officer has resulted in significant setbacks for female students.

Efforts are underway to address these issues, but the entrenched subordinate staff within the education department, who have remained in their positions for decades, wield influence that prevents necessary actions. This staff has been involved in fraudulent hiring practices, with over 2,200 teachers recruited illegitimately. They have also misappropriated PTC (Parent-Teacher Council) funds, amounting to more than 15 crores.

One teacher from the Servaki division disclosed that while funds were allocated for the construction of washrooms and play areas, the money was embezzled by office administrators and school owners. Consequently, there are no washrooms in these schools. Additionally, it has become customary for school owners to extort money from teachers, often ranging from 1,000 to 12,000 rupees per teacher. These unethical practices generate significant profits for the school owners, who can earn up to 50,000 rupees per month. In the face of monitoring visits, the school owners arrange bogus teachers to mask their corrupt activities. Refusal to comply results in reports being filed against the honest teachers, leading to inquiries from the district education office.

Teachers attempting to carry out their duties often face harassment from school owners, who pressure them to pay money instead of fulfilling their responsibilities. These school owners, who hold prominent positions within the tribe, have turned schools into guesthouses or storage spaces for livestock. Challenging their authority becomes impossible, as they hold influential government positions such as guard or sweeper. Their family members, too, neglect their duties as sweepers and caregivers, further compromising the quality of education.

When District Education Officer Ghulam Fatima attempted to enforce accountability within her staff, the tribal elders lodged fake complaints with higher authorities, including the Deputy Commissioner and Additional Deputy Commissioner, questioning her understanding of local culture and traditions. The mafia within the male-dominated District Education Office in South Waziristan is so powerful that an honest management cadre officer, Malik Khan, was transferred from his position as Deputy DEO within two months. Meanwhile, a teaching cadre individual, previously transferred, was reinstated.

To combat corruption, the current accountant of South Waziristan district has played a crucial role in identifying and halting payments to bogus teachers. These individuals were recruited fraudulently, with their records hidden from the education office, and they received salaries without rendering any teaching services. The District Education Officer for Female Education in South Waziristan has made significant positive changes, including streamlining office records, redistributing powers among her subordinates, and withholding pay from absent and bogus teachers. However, both officers face immense pressure from the mafia to relent in their efforts.

The education crisis in South Waziristan demands urgent attention from relevant authorities. A multi-faceted approach is necessary to tackle the challenges posed by militancy, migration, corruption, and the mafia’s influence. The provision of necessary infrastructure, transparent hiring practices, and the empowerment of dedicated education officials are crucial to rebuilding the education system in this region.. this is the story make the pitch for me
